Digital Frequency Counter
Is blackground level of X-rays and high energy rays look like a low frequency digital signal?

If you are talking about the three degree blackbody background that permeates the universe, it looks like noise. Meaning that if you were to put it on a TV, it would look like the "snow" you get when the channel is out.

On a radio, it adds a low level "buzz" - although modern noise reducers take most of it out.

On a Geiger counter, you couldn't tell it from the random background that any detector has.

My point - you would never be able to tell which of the counts was random and which of the counts were caused by the universe's background.
